This is for the PC. All you gotta do is get a copy of Grand Theft Auto Vice City or III for the PC install and set it all up and then download this program in link in the very first post of this thread.

What it does is Hack the original grand theft auto source code to allow thousands of players to enter the GTA environment at the same time, and thus doing whatever they want to each other.

No. apparently you can also do it with GTA 3 on PC.
