Can't see Smiley Box when Posting

Go to user cp -> edit options-> Miscellaneous Options(all the way at bottom) and choose Enhanced Interface - Full WYSIWYG Editing

Clutch brought this up earlier, on some member's options it's set at Basic Editor for some reason.
