In my experience with OBDI and II a scan tool is a scan tool.

code reader and a scan tool are two diffrent things code readers will tell ya a fault but you cant look at real time data to see what the o2 sensors are doing ect

thats indeed true, they sell you code readers at PepBoys or whatever for 70$
I used scan tools in my auto shop, i actually used one on my car (OBDI) and a really nifty WindowsCE one for an OBDII car, i cant remember the brand of tool it was though but realtime measurements are soo soo nice...

Just because he has a higher doller scan tool, doesn't change the code. The code only gives you a starting point. NO tool just say's, "its this part, replace it". There are too many variables. Obviously the system has a big enough problem if it was re-set and came back right away.
Now go back and read my first post, it says, he should monitor the O2's to make sure they are switching back and forth fine. Check what the hydrocarbons are. There is a lot more to it than getting a code and just throwing parts at it. If that were the case any monkey could go be a "technician" rather than a parts hanger.
