well...i assume your thinking about underbodies, the only thing that would come in contact with snow.
heres what you do. go out and get a clear plastic tube, something nice and durable also something that is large enough to house the neon tube and endcaps. Next buy matching endcaps for the clear plastic tube.
Silicon that motherf*cker up tight. Drill hole in plastic tubing endcap and snake out. Silicon that critter up nice and tight.
Do this on a nice sunny day with minimal humidity.
Mount and you should have a nice and waterproof/saltproof neon light container.
problem with the factory tubes is that the salt/water/moisture is still exposed to the direct tube and the endcaps of the neon tube assembly itself. Those are not perfectly sealed by any means, thus moisture and minerals (salt) gets in those end caps and eats the hell out of any connetions and probably eats the electrodes out of the end of the neon tube thus causing the gas to escape and therefor ending your neon.
Im not sure how the underbody technology has evolved since the last time ive seen them but its probable that they are still the same.
If there are or any suggestions/corrections i invite the rest of the forum to help me out on this one.
