Mine are kind of rusted together, so when I turn the bolt, the clip turns with it and digs into the plastic of the bumper tearing into it until the plastic just rips off. like b-rad said, soak in pb blaster. If they are still turning, very carefully grab the tab with a pair of needle nose pliers and then try unbolting them. (if they are the kind of tab im thinking of you should be able to grab ahold of a bit of them)
If the doesnt work, put a flathead screwdriver under the tab and push down on the handle and try unbolting.
